Why do instructions often suggest soaking the garment in laundry detergent at room temperature before putting?

Why do instructions often suggest soaking the garment in laundry detergent at room temperature before putting it into a hot wash?

I never seen those exact instructions but, SOAKING a garment in any temperature will give the detergent time to work the stain on the clothing. I SOAK most of my laundry- before I wash it sometimes overnight or while the dryer is running and I notice that stains are gone rather when I just run the washer and not soak. Also, to give myself an "edge" over a particular stain or stains I will decrease the amount of detergent and add 1 cup of baking soda ot my laundry which keeps colors bright and helps get out stains and tough odors as well. NOT overloading the washing machine is also key in getting stains or odors from clothing. Or using a laundry pretreater like SHOUT or SPRAY n WASH etc....
